Palestinian factions, including Hamas and Fatah, announced on Friday that they have agreed to establish a temporary, independent technocratic body to administer the Gaza Strip in the aftermath of the conflict.

In a joint statement released after two days of Egyptian-mediated talks in Cairo, the factions said the new committee would consist of non-partisan figures from Gaza tasked with managing daily affairs and providing essential services to residents.

The factions affirmed that the body would operate under national accountability and called for the creation of an international committee to supervise both the funding and implementation of Gaza’s comprehensive reconstruction efforts.

The statement further demanded the full implementation of the ceasefire agreement brokered earlier this month between Hamas and Israel, urging the complete withdrawal of Israeli forces, the lifting of the blockade, and the opening of all border crossings, including the Rafah crossing, to allow unhindered humanitarian aid.

The factions also called on the UN Security Council to issue a resolution mandating temporary international forces to monitor the ceasefire, thereby providing the mission with a clear legal and operational framework.

They emphasized that the issue of Palestinian prisoners in Israeli jails remains a key priority, pledging continued efforts until their release is secured.

The groups reaffirmed their commitment to national dialogue and political unity, vowing to work toward reviving the Palestine Liberation Organization (PLO) to ensure it represents all Palestinian components.

The ceasefire agreement between Hamas and Israel, brokered by Egypt, Qatar, Türkiye, and the United States, took effect on Oct. 10. Its first phase includes a prisoner exchange, the entry of humanitarian aid into Gaza, and a partial withdrawal of Israeli forces.

Despite the agreement, both sides have accused each other of violating the truce in recent days.
