China Launches Governance Campaign Ahead of New Plan

China has launched a nationwide campaign to reshape how officials evaluate governance performance, as the country prepares to implement its 2026 to 2030 five-year development plan.
The initiative, led by the Communist Party of China, aims to address concerns over short-term policymaking, inflated statistics, and projects that fail to improve public well-being.
Chinese President Xi Jinping has emphasized that governance should be assessed based on long-term outcomes rather than visible achievements.
“Results should stand up in practice, in the eyes of the people, and over the course of time,” Xi said.
The campaign, which will run until July, targets officials at county level and above and forms part of broader efforts to strengthen internal governance and accountability.
Authorities say the initiative will focus on discouraging wasteful spending, addressing policy decisions detached from local conditions, and promoting more practical, results-oriented approaches to development.
The campaign comes as China enters a new five-year planning cycle, with policy priorities expected to center on economic restructuring, technological development, and sustainability.
Analysts say the effectiveness of these goals will depend on how consistently governance standards are applied at the local level.
